
The Coordinator of Energy has undertaken a review of the participation of Demand Side Response in the new WEM under clause 2.2D.1 of the Wholesale Electricity Market (WEM) Rules.
The Coordinator has published a Demand Side Response (DSR) Review Information Paper that presents the final Review Outcomes. These Outcomes relate to:
the commercial and regulatory framework that applies to loads that are seeking to connect on constrained access basis;
the integration of constrained access loads into the Australian Energy Market Operator’s processes;
secondary metering of a component at a hybrid facility;
the Electricity Industry (Metering Code) 2012 to allow better information sharing between Western Power and AEMO about the operation of DSR;
the design of a dynamic baseline for Demand Side Programmes; and
other changes to various WEM Rules to maximise the participation of DSR.
